These lightweight compression bags from Outdoor Research have a roll top closure and two compression straps. The fabric is water resistant and semi-translucent, so you can see what is inside, but the bag is not fully waterproof. In a saddle pack or handlebar bag that is fine, in a pack that gets soaked you put it inside a liner.
Which size?
The 8 litre is a good match for an Enlightened Equipment Revelation or Enigma quilt, with room for a pillow and a sleep shirt. The 5 litre takes a summer quilt or a puffy jacket, the 10 and 15 litre a full sleeping bag or a winter quilt.
